He's the living, machete-wielding embodiment of all the problems that politicans are too inept or worried about re-election to solve, making it the citizens' job to check the morning Maniac Report or risk getting hacked to bits. (Yes, this is Vol 2. The first is also very good and you should read it, but all you need to know to enjoy this one is there's a Maniac in New York.)
